Is the needle broken?

I’m using my father’s old film camera for a photo class I’m taking and no matter what I do I can’t get the needle in the photo to move. My professor thinks it may have just stopped working but she’s unsure. Also I’m wanting to try night photography so I bought 3200 iso film which is the only other film my bookstore sells. I’m afraid that if I’m in a well lit area at night with 3200 iso film the photos will be overexposed? Any help/tips are greatly appreciated thanks!
