Osteopenia, can you increase bone density?

I have rheumatoid arthritis and have used prednisone over the years. My rheumatologist had a bone density scan performed. Upper body normal, lower body diagnosed as osteopenia. He said I could maintain but not restore bone density. I’ve seen conflicting claims on line that it can be restored. Has anyone researched and followed a protocol that was successful?
