Tax Credit not Qualifying?

I purchased a 2023 Chevy Bolt from CarMax on 2/4/25. The Business Ops manager emailed me yesterday stating,

Thank you for completing the Used Clean Vehicle Tax Credit Form as part of your vehicle purchase. The IRS has determined that your vehicle purchase does not qualify for the tax credit. Please review the attached screenshot. For additional information about the Used Clean Vehicle Tax Credit, please visit https://www.irs.gov/credits-deductions/used-clean-vehicle-credit.

I asked why it wouldn't be eligible and they said,

I’m not certain. It appears that it doesn’t meet eligibility based on data from the manufacturer. I would contact the manufacturer to inquire. The screenshot I sent you was from the IRS website when we inquired about eligibility.

I'm not really sure how it would not be eligible. It's a single owner vehicle. They were selling it for $17,998.
