Step 11, heresy quest line

I cannot figure out wtf the game wants for step 11. I did a bunch of the scripts with my tome of want and salone is still unimpressed.

Is it bugged? Am I missing something? Usually these main story quests are straight forward and I feel like a idiot for not being able to figure this out lol. I have it tracked and there's not any map indication of what to do either.
