Amorphous scripture help

How do I get the exotic amorphous scripture to give exotic engrams as a drop? I can't seem to get it to give me anything different when I use it.

I have; scripture: currency and materials, amorphous scripture: ultimate power, and then the regular ritual of desire activated.

Any chance someone knows what I'm doing wrong? All I'm getting is exotic ciphers and not engrams.
