Brefft not in Gaol

Can anyone help me get Brefft into the Gaol so that I can complete “Off the pilfered path” quest? I know I can just open Hugo’s cell but I would like to tell him the truth by speaking to Brefft but he is not in any off the cells. I bribd Herman, completed the “Mercy amongst thieves”, did the Ancient battleground escort, even did all the quests for the elves which supposedly may also be required. I have tried talking to Benjamin but all he says is that I should get Hugo to talk. Some people advised sleeping for a couple of days after which Benjamin approached them but Hugo has already been sitting in the gaol for a good 3 weeks and so far Benjamin does not want to talk to me. I have even checked if Brefft did not die but he is not in the morgue. I am stuck and have no idea what else to do in order to get Brefft to join Hugo in jail.

Please, has anyone any idea what else may I be missing? It would be unfortunate if I killed off Isaac’s whole family for nothing.
