Work-in-progress: added some basic rules and country flair

I've added a few selectable country flairs + flags and a basic set of rules for posts and comments. Let me know if any countries are missing. I'd like to cultivate quality content and avoid most of the pitfalls of the largest bike subs (endlessly repeating noob questions, low effort image and video posts).

Looking for a few people to help moderate, atm nothing to do of course but I want to be prepared when the sub grows. Must have Whatsapp.
