how can i memorize laws?

i have around 150 laws to memorize

i tried to memorize the first half in 2 days but only ended up memorizing less than a third of it with struggle. im good at memorizing things that are connected, but there's barely any connection and it gets harder as i flip a paper.

any tips? i've tried the palace method and writing it down but it doesn't seem to stick
