cant recall what i memorized

i need a word before each line to recall something,

i understand what i memorized but cant put it into words without a clue somewhere or a word from the sentence or paragraph.

its usually not a problem and i manage to recall it anyways but with laws (court, leadership, human rights etc..) i cant recall them directly. it takes me a few minutes of squeezing to get it out and write it down even if i revised before starting.

the professor mentioned that there will be some indirect questions, and the ability to recall something word for word is a necessity. I need some help, laws are much harder to remember as is (compared to other courses)
