Can potentially sue NHS practice for this

England UK. So I have had severe tiredness for the last three years and I've been to my GP about it. I've told them I think I have sleep apneo for last two years and asked for tests. They haven't referred me since I answered that don't usually fall asleep spontaneously on their questionaire and that my BMI is in the average range and they shine a light under my nose (that is the extent of the testing they've done) . If I eventually get tested and it turns out I have it can I sue my practice for negligence. I've been unable to work due to this and it exacerbating some my other conditions and impacted my quality of life significantl. I will also note that central sleep apneo is nothing to do with BMI so the reason to not test me is invalid.
