Almost every character in opm has wasted potential

Particularly the C class heroes, i really liked them in the beginning of the story, they're regular humans risking their life And i think the theme of the factions, mafias and the overall society of one punch man is not explored enough.. This could be solved with just a POV from a civilian There's heroes who are only teenagers, why is that? I think themanga will eventually covers all of this, just wanted to share my thoughts(excuse me for my bad english) i feel like ONE is really good at telling stories that happens at a small scale (like mob psycho,bug ego) that's because he's good at writing characters but when it involves a story that happens at a bigger scale where it require more world building, it feels kinda cheap (opm, versus) What do you think? I feel like we're still in the beginning of the story so i'm still hoping to see more of the cast, since what i've seen from mob psycho ONE is really good at developping his characters, even the ones that only appear for a bit. Also, a coloring of sekingar i did in my free time (unrelated)
