Why isn't Gunko wearing pants?

Title. In contrast to how majestic Shamrock looks, Gunko not wearing pants just sticks out like a sore thumb when her outfit otherwise is nothing too unusual.

No one really seems to bring this up but it's incredibly distracting to me.
