mixing polish (regular + gel)

not literally mixing them together-together, but is applying both onto a nail possible?

there's a video by nail career education that says using a gel topcoat is possible with a nail polish as long as it has fully dried underneath, would it be possible to use two colours from the different formulas to do nail art with? some kind of blending would be present definitely, but the polishes would be technically applied in "separate states"
