Why is Tomoki's fate so miserable??

He has certainly done wrong but the problem is that he is just a child in the body of someone a little older than his age in a war that he does not really understand being used as worse by the Queen and the Goddess. This is one of the aspects of Tsukimichi that puzzles me a lot, on the one hand there are acceptable justice cases where MC purges the evil ones. But there are others where the evil ones have no punishment like Rembrant, and confusing cases like Tomoki's in which he is simply a victim of the plot. I think his only sin was being attractive, both in his previous world and in this one. Sure Tomiki abused his magic eye to brainwash countless people, but it's not like it was entirely his fault. He is simply a naive child used by those in power. The bad thing is that MC had to punish him so brutally even though MC helped Rembrant, one of the biggest villains by the description of him. I'm not sure what the Author's real morality is in Tsukimichi but but it really bothers me. It is disconcerting, there are good cases where Mc does good like helping demons, or when he rejects Hibiki. But there are also others that make me think that the author doesn't really have a defined morality for MC.
