[Hiring] Grad Cap Art

Hello people of this subreddit. What I seek is simple, my favorite Pokemon is Rowlet. I would like to commision art of Rowlet in a graduation cap and gown to put on my cap in May when I graduate Highschool. I have what I believe what is a respectable budget of 30-40 USD, it is up for negotiation if it doesn't seem fair or if it's really good art. I don't really have an art style preference. I would love for it to look lovely ofc.
