Cow King's Horns Droprates

Hi,

I know that The Cow King in D2R is bugged and he drops failed sets. So I'm farming Cow King set from regular cows. After many months I'm starting to losing my mind. According to drop calculators, Set War Hat has around x2 more chances to drop than Unique War Hat. And Rare War Hat has x2 more chances to drop than Set War Hat.

So far I dropped dozens and dozens White and Blue War Hats, like 7 Rare War Hats and TWO Peasant Crowns!

Maybe I'm just super unlucky, but I want to be sure. Are those drop rates correct? Has anyone recently dropped Cow King's Horns?
