ZOS refuses to allow me to gift, despite having PROOF Im trustworthy?

Someone gave me 11,500,000g and when I realized I could not gift them what they asked for, I gave them the money back.

Im sure ZOS can check this, and I mentioned it in the appeal. But they denied it all the same.

I've been on everyday for like a month, im CP934, account is 4 years old, im in 3 guilds. What more do they want?
