How do I get my phone unlocked?

I'm currently on the 6 month plan with Mint, it ends next month. I'm looking to switch carriers. I want to keep my current phone but I am told by another carrier that my phone isn't compatible

Is this because I'm still on a Mint plan and my phone is locked? How do I get it unlocked so I can still keep my phone with a different carrier?
