Anything Grade 18-23 without a Bachelors Degree?

I recently joined the State and I am trying to find something for my brother, but haven’t had any luck at my agency. Background: My brother is super smart, but dropped out of school after a few semesters because he wasn’t sure if he was in the right major. He got an entry level with a small company and started doing clerical work, but then moved into IT work, project management and eventually found himself as the manager of an estimating department after about 7 years. He can pretty much do anything and would be an asset to any agency, but obviously not having the degree has been a hinderance. Anyone know of any agencies that will hire for project management/IT/Facility Management using experience in lieu of a degree?
