Simple question about the anime

Can anyone explain me why ranma 1/2 anime is only 13+ for violence but in the episode 1 and the ep where Ranma discover that P-chan is Ryoga, there is nudity and it's not mentioned?? Imagine someone who want to watch it with his son and he see this
