Best supports to deal with top laners?

I constantly lose games because of fed enemy top laners taking the first tower after me securing some kills in lane for my adc. Even both our mid and bot wins, I can't win that game. Which supports are the best at dealing with top laners especially tanks like skarner and mundo?
