Is Jazmine DuBois supposed to have a narrow-minded perspective like Butters Stotch from 'South Park'?

I've always loved the fact that Jazmine DuBois was so similar to Butters Stotch from 'South Park', with contrasting parents. Butters is raised by harsh conservative christians, and Jazmine is raised by mild-mannered open-minded liberals. However, I've realized that Tom's phobia is presumably portrayed as interfering with his genuine open-mindedness, which would probably impact how he raised Jazmine, giving her a narrow-minded perspective. Some people have argued that I'm likely misinterpreting Tom, but my theory would make him analogous to a moderate liberal. It would be hard to imagine a character like Jazmine as intended to have a generally narrow-minded perspective (raised in prejudice), especially since she's sort of a shadow of Tom, so I highly doubt that she'd be associated with narrow-mindedness anymore than him, but what do you guys think?
